This report argues shipping is ready technologically (alt-fuel capable fleets, efficiency retrofits) but stuck in a five-part “deadlock”: fragmented fuel pathways, geographically concentrated e-fuel supply, a green-finance gap, regulation vs. implementation timing, and port-infrastructure bottlenecks.
